Interactive draws are a national draw in which a player can participate through electronic communications services. In the Republic of Latvia, interactive drawings are organised by the State stock company - “Latvijas Loto”.

Process description

  1. Service requests
    In order to receive a licence for the organisation of interactive lotteries, the organizer of the interactive draw shall submit an application to which the following shall be added:
    - information on the intended types of interactive lotteries and the terms of each interactive drawing;
    - information on the arrangements for obtaining tickets or filling out coupons to participate in interactive drawings;
    - information on the intended system for the organisation of interactive lotteries, including the interactive drawing programmes to be used for the organisation of interactive lotteries (27.03.2018. BOM not. No 189);
    - the certification body's opinion on the results of the inspection of the system for organising interactive lotteries (27.03.2018 BOM not. No 188);
    - information on the location of the equipment to be used for the organisation of interactive lotteries and on the safety measures envisaged;
    - information on personal data protection measures;
    - information on the Internet homepage to be used for organising the interactive drawing;
    - information about the person responsible for the interactive lotteries.

  2. A service charge
    The Pays and Gambling Monitoring Inspectorate shall take a decision regarding the issuance of a licence for the organisation of interactive lotteries or regarding the refusal to issue such a licence within 30 days from the date of receipt of the application.
    After the receipt of a decision regarding the issuance of a licence for the organisation of interactive lotteries, the organizer of the lotteries shall make payment of the fee in the account of the Treasury indicated in the decision.
    The fee for the issuing of a national licence for the organisation of lotteries shall be EUR 10 000.
    The fee for organising interactive lotteries for each calendar year shall be EUR 10 000.

  3. Receipt of services
    After payment of the fee, a licence for the organisation of interactive lotteries shall be issued to the organizer of the lotteries.
