Local drawings in the Republic of Latvia shall be organised by capital companies registered in the Enterprise Register, whose share capital is not less than EUR 14 300. Local drawings shall be organised only in the territory of the city, district, county or parish concerned. The simultaneous organisation of a local draw in several cities, districts, municipalities or parishes shall not be permitted if one organiser so performs. The total value of local drawing tickets per draw must not exceed EUR 14 300.

Process description

  1. Service requests
    In order to receive a local-scale drawing licence, the producer of the drawing shall submit an application to which the following shall be added:
    - the terms of the intended draw;
    - the estimated revenue and expenditure;
    - information about the person responsible for the drawing.

  2. A service charge
    The Pays and Gambling Monitoring Inspectorate shall take a decision regarding the issuance of a local-scale drawing licence or regarding the refusal to issue such a licence within 90 days from the date of receipt of the application.
    After receipt of a decision regarding the issuance of a local-scale lottery organisation licence, the producer of lotteries shall make payment of the lottery fee in the current account of the Treasury indicated in the decision.
    The fee of the lotteries for the issue of a local licence for the organisation of lotteries shall be EUR 720.
    The fee for the issue of the local instant lottery licence shall be EUR 720.

  3. Receipt of services
    After payment of the fee, a licence for the organisation of the local drawing lot shall be issued to the organizer of the lotteries.
